2. For the purposes of this Regulation, the expression “construction industry commissioner” means the commissioner appointed under section 21.1 of the Act respecting labour relations, vocational training and manpower management in the construction industry (chapter R-20) and the expression “commissioner” means that commissioner or a deputy-commissioner to whom a matter, an application or a proceeding has been referred.
